和往年由國防部長發表全面防衛日獻詞的形式不同，全面防衛與聯繫署（Nexus）今年改以「國人心聲」概念，講述本地企業和國人如何在加強我國應對危機和必要供應及服務中斷的準備工作中，發揮自己的作用，彰顯全面防衛的精神。
國防部是在今早（10日）發布了這段大約三分半鐘的視頻。視頻中，除了有本地農場業者講述他們如何協助應對糧食供應短缺，也有社區義工分享他們參與食物派發和搶救食物的經歷，傳達守望相助精神，以及國人如何在生活中落實全面防衛。
國防部也在有關的帖文中指出，過去數年，國人的生活方式一直受到冠病、俄烏戰爭、地緣緊張政治、恐怖主義等不同形式的威脅和挑戰所影響。
「這些事件，無論遠近，都強調了我們需要保持團結和韌性，以準備好應對任何危機或干擾。」
Total Defence Day Video 2023Over the past years, we have seen how our way of life can be affected by different forms of threats and challenges – the COVID-19 pandemic, Russia-Ukraine war, ongoing geopolitical tensions, terrorism, natural disasters and climate change.
